Senior leadership for companies in the Netherlands, part-time and on an ongoing basis. Fractional executives based in the Netherlands cover marketing, revenue, product, operations and advisory roles, work remotely, hybrid or on site in Amsterdam, Rotterdam, Utrecht and the Eindhoven Brainport region, and work in English as naturally as in Dutch.
THE MARKET
The Netherlands has one of the most mature freelance economies in Europe, and senior leaders working independently are nothing unusual. The established term is interim manager, and the person behind it is usually a zzp’er (self-employed professional) or works through their own BV. Interim in the Dutch sense typically means filling a seat full-time for a defined period. The fractional model differs in the point that matters to the buyer: the executive owns a function for one to three days a week on an ongoing basis, instead of replacing a full-time role for a few months. Dutch companies are quick to adopt both, so say clearly which model you mean when you post a mandate.
Demand follows the economic map of a compact country. Amsterdam holds the scale-ups, fintech, SaaS and the European headquarters of many international groups, plus the largest investor scene. Rotterdam stands for the port, logistics, energy and industry. The Eindhoven Brainport region is Europe’s high-tech and semiconductor cluster, with deep-tech startups around a strong technical university. Utrecht adds services, health and software, The Hague government, international organisations and impact ventures. Many companies in between are family-owned, export-oriented and pragmatic, and a good share of fractional mandates start with a first structured commercial or product function, an international expansion, or a succession.
On price, the broad reference point is the annual zzp rate survey published by the Dutch bank Knab, which covers more than 20,000 self-employed professionals. Its 2026 edition puts the average hourly rate of a self-employed interim manager at around EUR 117, which is roughly EUR 900 to 950 for a full day. That is the whole interim population, from project leads upwards; senior C-level profiles with a specific functional focus sit well above that average, and for comparison the European interim day rate in the INIMA survey 2026 averaged EUR 985. Ongoing fractional commitments are usually priced below a full-time interim replacement. Treat every figure as indicative; the honest range depends on the role, the sector and the days per week you need.
Contracting in the Netherlands is shaped by the Wet DBA, the law on assessing working relationships. Since 1 January 2025 the tax authority (Belastingdienst) again enforces it actively, and what counts is the actual situation, not the wording of the assignment agreement (opdrachtovereenkomst). A fractional executive typically works through their own BV or as a zzp’er, for several clients, with their own tools, real entrepreneurial risk and the freedom to organise the work; where the day-to-day looks like employment, with instructions and embedding in the organisation like a staff member, the arrangement can be treated as disguised employment (schijnzelfstandigheid) with back payments as the consequence. Further legislation to clarify the assessment is in the legislative process. Well-run mandates settle scope, deliverables and working mode in writing before day one. This is general orientation, not legal or tax advice. Please consult your own legal and tax advisers for your specific situation.
Language and working mode are the easy part. English is a fully accepted business language in Dutch companies, Dutch helps in the Mittelstand-style family businesses and the public sector, and most fractional executives on Fractionista work in both. Distances are short and the culture is pragmatic, so hybrid mandates with a fixed day on site are the default, and executives based in Amsterdam or Eindhoven also serve companies in Belgium, the Rhine-Ruhr region and beyond.
WORKING TOGETHER
Four situations we see often, and three things to settle before you start.

Remote and cross-border
Most fractional mandates in the Netherlands are hybrid, and the country’s size makes a fixed day on site easy from anywhere in the Randstad or Brainport. Dutch executives are used to cross-border work: the Benelux is one market for many companies, and the Rhine-Ruhr region and the rest of Germany are a short train ride away. If your company is in the Netherlands but your market is the whole region, look at fractional executives across all of Fractionista’s markets rather than only at your own city. If you need someone in the room every week, filter for the Netherlands and hybrid or on-site availability in the list below.
LIVE
Fractional executives in the Netherlands are paid by the day, and the figures are best treated as indicative. The Knab zzp rate survey 2026, based on more than 20,000 self-employed professionals, puts the average hourly rate of a self-employed interim manager at around EUR 117, roughly EUR 900 to 950 for a full day across the whole interim population. Senior C-level profiles with a specific functional focus sit well above that average; the European interim day rate in the INIMA survey 2026 averaged EUR 985. Ongoing fractional commitments are usually priced below a full-time interim replacement. At one to two days per week this works out to a monthly cost well under a full-time executive salary plus employer contributions, with no notice period beyond what you agree.
Usually as a business-to-business engagement: the executive works through their own BV or as a zzp’er and invoices per day under an assignment agreement (opdrachtovereenkomst). The deciding question is genuine self-employment under the Wet DBA, which the Belastingdienst has enforced actively again since 1 January 2025, judged by the actual situation rather than the contract: several clients, own tools, entrepreneurial risk and freedom over the work point to self-employment; instructions and embedding in the organisation like a staff member point to disguised employment (schijnzelfstandigheid), with back payments as the consequence. Further legislation to clarify the assessment is in the legislative process. Settle scope, deliverables and working mode in writing before the start. This is general orientation, not legal or tax advice. Please consult your own legal and tax advisers for your specific situation.
Both, and English is rarely an issue: it is an accepted business language in Dutch scale-ups, technology companies and international groups, while Dutch helps in family businesses and the public sector. Most fractional executives on Fractionista work in either. The typical working mode is hybrid: a fixed day on site with the leadership team in Amsterdam, Rotterdam, Utrecht or Eindhoven, the rest remote. Fully remote mandates are common for marketing, revenue and product roles; operations and finance roles more often want regular days on site. Profiles show the collaboration types each executive offers.
You post a mandate in the Fractionista portal describing the situation, the expected days per week and the working mode. Matching executives who are available apply or are proposed, you talk to the ones that fit, and you agree scope and terms directly. Because fractional executives keep a small number of parallel engagements, a start within a few weeks is realistic, considerably faster than a permanent executive search. Fractionista asks every executive to disclose active engagements so conflicts are visible early.
